Advances in Science and Technology: Proposals

United Kingdom

The UK proposes that the Review Conference consider a process of more frequent, perhaps annual, assessments of scientific and technological developments relevant to the BWC.

Sweden

Sweden suggests that frequent discussions among States Parties are needed to examine the implications for the BWC prohibitions of the rapid advances in and global dispersion of life science materials, knowledge and technologies. Also suggests that States Parties take action to increase awareness of the dual-use dilemma in the life sciences and increase responsibility for improper use of research results within the scientific community.

Canada

Canada proposes that a portion of each annual meeting of the new work program be devoted to the consideration of advances in science and technology.

European Union

The EU proposed that each annual meeting could discuss scientific and technological developments relevant to the Convention, and awareness raising and educational activities.

Latin American Group

The Latin American Group proposes that each annual meeting of experts analyze developments in science and technology.

Other Proposals

Some NGOs have proposed the establishment of a scientific advisory panel or a scientific and technical advisors network.
